Rule 10
Protection of Innocent Third Party Interests

(1) Section 6b of the Act. An innocent third party whose rights and interests have been affected by the seizure of property or funds may apply to the Ministry for the release of property or funds in accordance with schedule-4. But section 29 of the Act. An innocent third party whose assets or funds have been withheld in connection with the list mentioned above shall submit such an application to the Ministry through the Ministry of Foreign Affairs.
(2) When submitting an application according to sub-rule (1), the necessary documents and evidence must also be attached.
(3) When conducting the necessary investigation on the application made under sub-rule (1) or (2), if such property or fund is directly or indirectly owned or controlled by the listed person, group or organization, if it is found that the application is reasonable, the ministry has the right of an innocent third party. Or the fund will have to be released.
(4) According to sub-rule (3), if the property or fund of an innocent third party is to be released, the ministry shall issue an order for release to the relevant body and immediately publish the same notice on its website.
